a challenge of disaster management: rural-oriented attitudes towards natural disasters

iran stands in one of the most disastrous areas in the world and is exposed to different huge and horrible disasters. its settlement on the europe-asia fault makes iran a seismic region. climatically, iran is part of the afro-asian belt of deserts. the lut desert, which has been called the hottest place on earth, is settled in iran and the climate changes have led to considerable increase in flood magnitude in iran. therefore, these ecological and geographical characteristics make iran open to terrible and extensive droughts and floods as well. in assessment of various reasons which lead to these disasters, organizations, municipalities, disaster management organizations, engineers, timeworn and old structure of the cities, inactive faults, region's droughts and mismanagement are blamed for their critical role to increase vulnerability to disasters. in some cases, multi-dimensional efforts have been addressed to prevent the horrible effects of disasters but despite these efforts, the ultimate result is not satisfying. international standards have been accepted and necessary laws have been passed by legislative power, but many people are not yet convinced to (re-)construct safe houses or participate in practical activities to secure ecological, geographical and environmental resources. on the one hand, the speed of constructing and preserving resources is getting low and on the other hand, resource wasting is escalating. in this regard the focus of this study is twofold: 1) why is disaster management in the country not completely successful to decrease the vulnerability of disasters?, and 2) why do people not care about conservation and their life safety. responding to the research questions through a qualitative study shows that socio-cultural parameters have a critical effect on vulnerability to disasters and ignorance of the importance of conservation, and safe construction is not just because of economic measures.
